WPP welcomes new appointee to Oversight and Advisory Committee

The Wisconsin Partnership Program (WPP) at the University of Wisconsin School of Medicine and Public Health (SMPH) is pleased to welcome Coral Manning to the Oversight and Advisory Committee as the Wisconsin Insurance Commissioner’s appointee. She was appointed by the Wisconsin Insurance Commissioner in May 2025.

Ms. Manning is a policy advisor in the Office of the Commissioner of Insurance (OCI). In this role, she collaborates with staff and external partners to develop health policy initiatives and administers the Wisconsin Healthcare Stability Plan, the state’s $230 million reinsurance program for individual market health insurers. Prior to joining OCI, Ms. Manning served in various policy, consultation and management roles at the federal, state and local levels.

The Oversight and Advisory Committee (OAC) is a nine-member panel that includes representatives from Wisconsin’s urban and rural areas, OCI and SMPH. The committee’s primary responsibilities are to direct and approve funds for public health initiatives, provide public representation through OAC’s four community members, and comment and advise on the activities of WPP’s Partnership Education and Research Committee.
